The input costs of making a so-called "safety surface" product are substantially lower if you use recycled wood from pallets or crating. Also if you process your product from wood waste from tree trimming operations or "whole log" chippers that create a mixture of bark and wood. These products may well have been impact tested but are still not suitable for playgrounds due to the very real possibility, if not probability, that they may be contaminated with nails, screws, banding and other flat metal, insects and dirt.
